With sensible riding, yes. Roads are busy and buses drive assertively, so ride calm, keep left, use your horn, always wear your helmet, and avoid unfamiliar roads at night. The southern coast is relaxed; the hill country is beautiful but demands more focus.
My fleet is petrol scooters and motorbikes — they suit Sri Lanka's distances and patchy charging far better than electric does right now. If you specifically need an electric scooter, message me and I'll tell you what's realistic for your route.
